USDA Harvest Fuel Relief Program

Maine Lobstermen Urged to Gather Fuel Cost Information

October 21, 2026

USDA is developing an $8 billion fuel relief program that includes fishermen. Now is the time to make sure Maine lobstermen's costs are counted. On October 19, USDA announced its new Harvest Fuel Relief Program to help farmers and fishermen struggling with rising diesel prices and operating costs.

While USDA has confirmed that fishermen are included in the program, eligibility requirements, payment rates, and the application process for fishermen have not yet been announced.

USDA is asking fishermen to submit information about how rising fuel costs have affected their businesses. This information will help USDA determine payment rates.

What Maine lobstermen should do now:

  1. Document your increased fuel costs. Compare diesel prices and total fuel expenses in 2026 with previous years. Include gallons purchased, prices paid, and total expenses where possible.

  2. Explain how higher fuel prices have affected your business. Include increased costs for bait, traps, equipment, and other operating expenses, as well as any reduction in fishing activity due to fuel costs.

  3. Send your information directly to USDA at HarvestFuel@usda.gov. Include your name, home port, and a brief description of your lobster business.

  4. Set up a Login.gov account. USDA recommends that producers establish an account in advance to prepare for the application process. Specific application instructions for fishermen have not yet been announced.

There is no announced application deadline or payment schedule for fishermen at this time. Submitting information now is an opportunity to help USDA develop the program; it is not an application for payment.

MLA has been working closely with USDA, coordinating visits with Maine lobstermen and seafood businesses to help federal officials better understand our industry. We will continue advocating for eligibility requirements and payment rates that reflect the realities of Maine's small-boat, owner-operated fishery.

MLA will share additional information as USDA releases program details.
