DMR Rulemaking
While the Maine Legislature makes laws that govern the lobster industry,
the Department of Marine Resources (DMR) is responsible for making rules to
interpret and implement those laws. The DMR complies with
Maine’s Administrative Procedures Act
to conduct all rulemaking. Generally, the DMR will publish a notice of rulemaking,
hold a public hearing and then bring the issue before the DMR Advisory Council for a vote. Visit the
